After months of strained relations and silence, top-level communications between the United States and China have been reestablished. 

This significant development highlights the importance of fostering open channels of dialogue and cooperation between the two global superpowers. 

Joint Chiefs of Staff Chairman General Charles “CQ” Brown Jr. recently engaged in a productive conversation with General Liu Zhenli, the chief of the Joint Staff Department of the Central Military Commission in the People’s Liberation Army.

The Importance of Reestablishing Communication

As a senior U.S. official emphasized that opening lines of military-to-military communications with China’s senior-most leadership is a crucial step. 

However, it’s important to note that this call represents just the beginning of a broader diplomatic effort. The official stated, “And that’s why we’re continuing to have working level discussions with the PRC about future engagements to make sure that we deliver on what President Biden and Chairman Xi agreed to in November.”

Discussing Global and Regional Security

During the call, the two military leaders discussed a wide range of global and regional security issues. This dialogue serves as a significant step in promoting mutual understanding and addressing shared concerns.

General Brown emphasized the importance of working together to responsibly manage competition, avoid miscalculations, and maintain open and direct lines of communication. Such cooperation is vital in today’s complex geopolitical landscape.

The Impact of the Taiwan Visit

The recent deterioration in U.S.-China relations can be traced back to Speaker of the House Nancy Pelosi’s visit to Taiwan in August 2022. China claims sovereignty over Taiwan, and this visit led to the termination of several diplomatic collaborations, including high-level phone calls.

The change of heart in reestablishing high-level communications can be attributed to President Biden’s persistent efforts to engage with Chinese Communist Party leader Xi Jinping. Their meetings in November 2022 and last month reaffirmed the need for direct communication between U.S. and Chinese leadership.
